نحن الموقعون أدناه ، ندعو صندو ق النقد الدولي إلى التوقف فورًا عن الترويج للتقشف في جميع أنحاء العالم ، وبدل من ذلك ندعو إلى السياسات التي تعزز العدالة بين الجنسين (العدالة الجندرية)، وتحد من اللامساواة، وتضع الناس والكوكب أولا و بشكل حاسم

بصفتنا أولئك الذين يهتمون بقدرة الحكومات على الوفاء بحقوق الإنسان وإحراز تقدم نحو أهداف التنمية المستدامة ، فإننا نعرب عن قلقنا البالغ إزاء نصيحة صندوق النقد الدولي للبلدان بالعودة إلى التقشف بمجرد انحسار الأزمة الحالية . لقد كشف هذا الوباء عن التداعيات المميتة للاستثمارات الضعيفة بشكل منهجي في الصحة والتعليم والحماية الاجتماعية ، والتي يشعر بها السكان المهمشون ، بمن فيهم النساء وكبار السن والأقليات العرقية والإثنية والعمال غير الرسميين والأسر ذات الدخل المنخفض . كما سلطت هذه الأزمة الضوء على الفجوة المروعة والمتفاقمة بين الأغنياء والفقراء.

لقد تحدث صندوق النقد الدولي مرارًا وتكرارًا عن الحاجة إلى انتعاش عادل وأخضر. وقالت إن عدم المساواة الاقتصادية والجنسانية وتغير المناخ وسوء الإدارة يمكن أن يضعف النمو ويقوض الاستقرار.في السنوات الأخيرة، وضعت إرشادات تشغيلية للموظفين حول تضمين تحليل عدم المساواة بين الجنسين    الاقتصاد في عملها ووافقت على إطار الاقتصاد الكلي للإنفاق الاجتماعي.  كل هذا يشير إلى أن صندوق النقد الدولي مستعد لاستخدام نفوذه وسلطته لدعم البلدان في الحد من عدم المساواة.

مع ذلك، على الرغم من هذا الخطاب وتحذيراته الخاصة من تعميق عدم المساواة، فقد بدأ صندوق النقد الدولي بالفعل في حصر البلدان في برامج قروض تقشفية طويلة الأجل مشروطة في العديد من البلدان في الأشهر القليلة الماضية. وبعيدًا عن الشروط في هذه البرامج الأخيرة، نلاحظ أن عددًا كبيرًا من حزم تمويل الطوارئ الخاصة بفيروس كورونا التابع لصندوق النقد الدولي تحتوي على لغة تعزز الضبط المالي في مرحلة التعافي.  ومع تكافح الحكومات لدفع خدمة الديون المتزايدة وتوقع استمرار حاجتها إلى مستويات غير عادية من التمويل الخارجي لسنوات قادمة، فإن برامج قروض صندوق النقد الدولي - والظروف المصاحبة لها - ستلعب دورًا مؤثرًا للغاية في تشكيل المشهد الاقتصادي والاجتماعي في أعقاب هذا الوباء.

لن يؤدي التقشف الذي يحركه الضبط المالي إلا إلى تفاقم الفقر وعدم المساواة،وتقويض إعمال الحقوق الاقتصادية والاجتماعية. ويؤيد بحث صندوق النقد الدولي هذا مرارًا وتكرارًا؛أدى الضبط المالي الصارم والسريع المشروط في برامج صندوق النقد الدولي إلى إجراء تخفيضات مدمرة في استثمارات الصحة والتعليم، وخسائر في المعاشات التقاعدية التي تم الحصول عليها بشق الأنفس وإجراءات الحماية الاجتماعية الهامة، وتجميد الأجور العامة، وتسريح العمال، وتفاقم أعباء أعمال الرعاية غير المدفوعة الأجر. وفي جميع الأحوال، فإن أكثر الناس ضعفًا في المجتمعات هم من يتحملون وطأة هذه الإصلاحات، بينما تتمتع النخبة والشركات الكبرى والدائنون بالمزايا. بصرف النظر عن الآثار المباشرة، لا يضمن الضبط المالي الانتعاش الاقتصادي وخلق وظائف جديدة وقد يؤدي الاندماج السريع إلى تعميق الانكماش بدلاً من ذلك.   كما أنها لن تؤدي إلى انتقال عادل نحو اقتصادات قادرة على التكيف مع المناخ.

 عوضا عن التقشف، من المهم جدا خلق حيّز مالي وإعطاء الحكومات الوقت، والمرونة، والدعم لتحقيق انتعاش مستدام، وشامل، وعادل. هناك حاجة إلى  خطوات فورية وعاجلة لدعم الصحة المالية للبلدان من خلال المنح والتمويل الميسر للغاية ودعم إلغاء الديون وإعادة الهيكلة، وإصدار مخصصات جديدة لحقوق السحب الخاصة.  ومع ذلك، ينبغي أن تستمر جهود التعافي على المدى المتوسط والطويل بتعزيز الحيز المالي والسياسي الذي يسمح بزيادة الإنفاق الاجتماعي وليس خفضه، والسياسات الضريبية التصاعدية التي تجمع إيرادات كافية وتعيد توزيع الثروة بشكل عادل.

 وهذا يعني إجراء تقييم منهجي لآثار إصلاحات السياسة المالية على عدم المساواة بين الجنسين وعدم المساواة الاقتصادية ورفض تلك التي لها تبعات اجتماعية سلبية. وهذايعني التفاوض بشأن الاتفاقات بشفافية بمساهمةمجموعة من أصحاب المصلحة بما في ذلك المجتمع المدني من خلال حوار اجتماعي وطني. وهو يعني التوصية بالإصلاحات الضريبية التصاعدية وتعزيزها مثل الضرائب على الثروة والأرباح الزائدة للشركات الكبرى، ومكافحة الهادفة للتهرب والتجنب الضريبيين وتدفق الأموال غير المشروعة.وهذا يعني دعم الحكومات بشكل منهجي لإعادة هيكلة ديونها حتى تتمكن من إعطاء الأولوية للاستثمارات في الخدمات العامة عالية الجودة.

يقف الاقتصاد العالمي عند مفترق طرق بين عقود أخرى من التقشف وأزمات الديون، أو اعتماد إطار اقتصادي كلي متوافق مع مكافحة عدم المساواة، والسعي لتحقيق العدالة المناخية، وإعمال حقوق الإنسان، وتحقيق أهداف التنمية المستدامة. قبل الاجتماعات السنوية لصندوق النقد الدولي لعام 2020، ندعو صندوق النقد الدولي إلى الابتعاد عن أخطاء الماضي وإغلاق الفصل المظلم بشأن التقشف المشروط بصندوق النقد الدولي إلى الأبد.
